Carolyn Norris  is the Executive Director of the Home Ownership Resource Center (HORC). Mrs. Norriss is a prudent, creative team leader with cumulative experience of more than 25 years in mortgage servicing, human resource management and construction/home building.

Shirley Burns recently retired from the position of Deputy Director in the Department of Community Development (DCD) for the City of Cape Coral after 17 years of service.  Ms. Burns was directly responsible for the supervision of the Building Division, Planning and Growth Management Division (including CDBG and SHIP), Code Enforcement and the Department's Process Engineering group.  She brings over 15 years of management experience encompassing the preparation and management of departmental budgets of over $15 million and management of a department of over 200 employees.  She has worked closely with local contractors, developers, the real estate community, lenders, and social and community service organizations.  As Deputy Director, Ms. Burns was also charged with overseeing the development and enhancement of neighborhoods and communities, and positively impacting property values by deterring blight through the administration of land development regulations.  Ms. Burns also provided oversight of the City's recent "visioning" process, drafting of the plan document of the NSP Amendment, and coordinated with the City's lobbyist, local realtors and staff to develop enabling legislation to better address foreclosed properties.  Prior to becoming Deputy DCD Director, Ms. Burns served as City Auditor, Assistant City Manager and Permitting Division Manager and represented the department before the City Council, Planning and Zoning Commission and various citizen groups.

 

Clarisa Gomez is a HORC Housing Counselor with over 20 years experience in the banking industry. Clarisa’s expertise while working in a national bank was in retail as well as loss mitigation. Clarisa is bi-lingual and is an asset for our Spanish speaking clientele.

 

Ann Anjelic is the Program Assistant for Home Ownership Resource Center.  Ann has extensive and diverse experience in customer service. She will answer your questions, direct your calls, schedule your appointments and classes.
